The Council of Delegates is the highest body of the federal association and performs the function of a general meeting. It passes resolutions and elects, monitors and approves the actions of the federal association’s bodies. The Council of Delegates meets at least once a year. All members of the HVD may attend its meetings. Non-members may be admitted as guests after a simple majority vote and may also be granted the right to speak.
